There are many things you can do to reduce noise in a room and give your neighbors and roomates a break. You can soundproof your door, soundproof your windows, and even get soundproof curtains. Within the room you can cut down on noise by getting baffles, bass traps (bass is the biggest culprit when it comes to noise escaping), sound barrier flooring and much more.
We suggest you map out a plan of where you are going to be playing and go from there. Depending on how sound proof you want the room, how late at night you want to play and a number of other factors will determine what you need to do.

1. Making a room more acoustically sound and thereby giving your roomates a break.

Decide how much you can spend and start dealing with the most obvious first. The windows and door. Once this is done try some baffles around your amps and maybe create a whole mini room with baffles to sing inside. If you are using a bass guitar or drums try a bass trap.
2. Making a room soundproof so you can play all hours of the night without worrying.
Sound absorbtion is the key, sealing the room, and making sure the walls you build don't touch the wall you are trying to soundproof.

You'll need to spend whatever it takes to do this job right. First you'll need to frame the room and pipe in air. Try coming underneath with plastic tube. Prepare the doorway for 2 doors that close into each other. Make sure the framing is far enough away from the existing wall so there is less of a chance for the sound to reach it. Prepare the floor with some good sound barrier flooring. You are now ready to apply the sound proofing material to the frame. Make sure the whole room within a room is sealed and you are off and running.
